Unless you explain exactly what you want to learn it is difficult to respond to this question.

   If you are interested in spoken English, then the steps to take are to read some books. Do as many conversations as possible with friends and family members.  Do not feel ashamed, just go on practising. 

   If you are interested in written English, then read story books, grammar books.  Write letters to friends, and to family members in other towns.  It is necessary to read novels or stories and write the summaries.  Try writing personal experiences in diary.  One can learn vocabulary only through reading then then using the words either in spoken language or in written form.

    If you are bad in grammar, then take grammar books.  There will be many exercises.  Just go on doing them.  Do them again if you are unable to grab them easily.  Practice, and repetition is the good way to master the language.

kvnmurty: buy spoken english book / CD.. if you can afford, there are spoken english coaching centers, try joining them... often during summers, in some colleges or missions there are free coaching camps.
kvnmurty: for vocabulary, there are books for "word power" or vocabulary. The books are not expensive. by repetitive reading and use , you can master the language.

Of course .English is the easiest language to be learnt, but one must have interest together with curiosity. Interest & curiosity make the task very easy. Have belief in yourself, you can learn English with perfection..
