Although the information is a bit incomplete here but it can be mainly concluded that:
Since people start expecting a bit much from others looking towards their current or past activities, the author wanted to clarify that although he WAS a boy scout, he wasn't the best one and isn't mature in it enough. To support his clarification he gave an example that he couldn't differentiate between knots.
