Because of its latitude and just as importantly, because it's in the rain shadow of the enormous Himalaya range - at the "Roof of the World." A rain shadow is an area of land that receives reduced precipitation due to proximity to mountain ranges. The mountains block the passage of rain-producing weather systems, casting a "shadow" of dryness behind them. 

As a separate example, the aptly-named Death Valley in the United States, which lies behind both the Pacific Coast Ranges of California and the Sierra Nevada range, is one of the driest places on the planet.
