Answer:

"I have a dream ..."

- Martin Luther King, Jr.

The Constitution and the Declaration of Independence guarantee every American equal rights of life, liberty and the pursuit of happiness, no matter white or black in complexion.

The speaker Martin Luther King, Jr. felt that America failed to keep the promises of the declaration of equality. The judgments or rights to liberty was counted by the colour of the skin, not by the beauty of one's character.

Black people were not allowed to enter many places, nor even their children to play with the children of white people. It was demoralising the characteristics of true Independence and rights to happiness.

Note: Dr. Martin Luther King, Jr. delivered the speech "I have a dream ..." at the March on Washington on 28th August 1963.
