This is a classic question . Many of us expect that hole will decrease because plate is free to expand in all directions .
Note that the expansion on metal due to heating is not like gas spreading out wherever space is available .
Correct way to think about this question is that the size of hole is irreverent in this case . So we can think that the hole is very large . So if we carve a hole of radius slightly less than the radius of plate itself then it will be like ring .It is obvious that the radius of ring increase as the atom have more energy so their oscillation amplitude will increase , so when diameter of ring increase , then the hole also expand .
