As per question, we are given only one red litmus paper and 3 test tubes containing water, base and acid.
To identify each solution, follow the procedure given below :
Take the litmus paper and did it in each test tube until it changes its colour. If it changes the colour from red to Blue, then the solution IN the test tube is base. Separate the test tube containing base.
After this, you will be left with two test tubes : one contains acid and another water.
Dip the blue part of the litmus paper which became blue after dipping into base. If it changes colour back to red, then you have acid in that test tube and if doesn't changes colour, then for sure it will be water and the other test tube will be containg acid.
Acids turn blue litmus red.
Bases turn red litmus blue.
Neutral substances don't change the colour of the litmus paper.
