China is not a federal country, it is a unitary state. The reason is because China has historically been an empire, and empires like to have total control, or at least make it look like they do.

Qi Chen mistakenly claims that China is federal in the autonomous regions. That is not federalization, that is an autonomous region. It is on a different level from Chinese provinces. Among the provinces, they all listen to Chinese National law and rarely have their own laws (though they do have some local laws). If China did not give autonomy to Macau, Hong Kong, Tibet, Inner Mongolia, and Xinjiang, every single one would riot. Guangxi and Ningxia probably would not, I do not know why they are autonomous.
