From Trapezoid Midsegment Theorem

we have:

PQ = $\frac{1}{2}$ * (AB + CD)

PQ = $\frac{1}{2}$ * (15 + 7 )

PQ = $\frac{1}{2}$ * 22

PQ = 11 cm
