I₂ + 10HNO₃ ==> 2HIO₃ + 10NO₂ + 4H₂O
From above balanced reaction
1 mole of iodine requires 10 moles of nitric acid to form 2 moles of HIO₃

We have
4.3 moles of HNO₃
1.7 moles of I₂

From above data HNO₃ is limiting reagent.

Therefore
4.3 moles of HNO₃ will produce = (2 × 4.3) / 10 = 0.86 moles of HIO₃

HIO₃ produced will be 0.86 moles
