R3C+  showing +R effect that means they are donating electrons to carbon so this compound is showing dispersal of charge, and the carbon is sp2 .

similarly 2 and 3 option are sp2 and the compound is showing +r effect which is responsible for the dispersal of charge .

But in case of +CH3  there is no R (alkyl group ), so it is not showing any +R effect and the carbon also sp configuration so this compound is not showing  any dispersal of charge.
