This statement states that Mohammad-bin-Tughlaq's idea's were not like the common people. His ideas were like modern people but common people were not able to get it. When he gave his idea for changing the capital, he advised his subjects not bring old and elderly people with them. But The people didn't listen to them, hence caused a problem.
