It is so because every gram of ice at 0c on melting releases 336J of heat energy more than that of water at 0c.

Ice at 0°C appears colder than water at the same temperature because ice absorbs latent heat of fusion equal to 3.34×10^5 to change it state from solid to liquid and the water does not absorb any such heat
so ice at 0 degree Celsius appears colder than water at the same temperature
