ice at zero degree has more effectively cooling.

It is because ice at zero degree is yet to be converted to water at zero degree.
in doing so it will in absorb considerable amount of latent heat .

but the water at zero degree is incapable of absorbing this latent heat as it is already in liquid form.

hence if one uses water at zero degree instead of ice at zero degree it will provide less relief than the ice.

so it is always recommended to use ice instead of water to get relief from burns.

®®®I.e. ice at 0 ℃ absorbs 336 joule per gram or 80 cal per gram of heat energy to convert into water at 0 degree celsius hence giving a cooling sensation.

®®®however water at the same temperature does not absorb this amount of heat. so the cooling is less
