The reason behind this is-
Water is getting freeze at this temperature and thus from 4℃ it started expansion...This time it is changing it's state from liquid or aquaus to solid state...
While..
Ice is already in solid state on further freezing it freezes air around it too... which makes it more cool due to addition of air which provide cool condition to ice..
