Yes 0is a rational number as it can be written as
 \frac{0}{1} \frac{0}{2} \frac{0}{3}
anything.

Rational number is defined as

A real number which can be expressed in p/q form.

When it has a decimal expansion, then either it terminates or if it doesn't, then it repeats after fix number of terms.

Since,

0/1 = 0 we are not changing the value and even writing in p/q form.

So it is an rational number.

Know about irrational!!

A number which doesn't has a p/q form (where q ≠ 0) is basically an irrational number.

Their decimal expansion is non terminating and non repeating.

In other words, they are contrast of rational numbers.

For example π is an irrational number

Remember!!
π ≠ 22/7

22/7 is a rational number as it has a p/q form but π doesn't!

22/7 is just an approximation of π to give more rational values.

Hope it helps dear friend ☺️
