If the internal resistance of the battery is a relatively high 1.0 Ohm, and the resistance of the external load is also 1.0 Ohm, half of the EMF will be across the load and half within the battery. Each will get 0.80 Volts. ... With an external resistance of 0.001 Ohms, you have basically a short circuit.
