The Constituent Assembly was formulated around December 1946 to ensure a smooth transition of power and covered undivided India at that time. Framing the constitution was a key part of its remit. However, the constitution drafting committee was only oneof the many committees set up by the Constituent Assembly (which incidentally did not have the participation of the Muslim League). This body ended up being the first Parliament before elections could be held in 1952.
Mahatma Gandhi was not really sidelined from the constitution framing. He chose not to be part of any form of government. In fact he was a strong advocate of dissolution of the Congress after independence. He was also not present when Nehru made his first speech to the Constituent Assembly.
