A) As evaporation is a surface phenomenon it works best when the surface area is at the greatest extent....So spreading clothes while drying them is necessary..
B) The function of a cooler is to sprinkle water on our body which evaporate sand gives cooling effect but on a rainy day thi8s evaporation cannot take place because of the greater humidity caused by the rain...

your answer is -----

a) while putting clothes for drying we spread them down because when we increase surface area then evaporation occur more rapidly. so , when we spread cloth , it surface area increase and due to this clothes drying very fast .

b ) Humidity reduces evaporation, Evaporation pulls heat away from the object the water is on. So due to high humidity, the water vapors are present in the atmosphere and due to presence of water vapor evaporation of water in cooler occur at very slow rate .
