Case1:   When  putting clothes for drying we spread them .

In this case we use the fact of surface area. We know that when surface area is increased the rate of evaporation increases. This is because when we spread them, more particles get into contact with the air thus, leading to more evaporation and thus more cooling. This inturn dries the clothes faster.

Case2: Water coolers are not effecting on a  rainy day.

This is because during rain the atmosphere is very humid due to the presence of large amount of water vapour. This inturn decreases the rate of evaporation. This is why we feel hot. But using water coolers will increase the amount of water vapour in the air, thus decreases evaporation.

This is because humidity decreases evaporation making us feel hot.
