The two factors in the time period 1750-1900 C.E which helped the European powers to carve up almost the entirety of Africa in 1914 are :

1.  Superior weaponry : The Europeans had efficient weaponry. The European soldiers were equipped with Martini-Henry breech-loading rife and Maxim gun which could fired more rounds and target the enemy miles away. Fire artillery was also efficient.

2.  Better Transportation : Steam-boat helped European powers to enter into the interiors of the Africa. It was very fast and didn't require winds to move. It transported the soldiers very quickly. Besides artillery could also be fired from it. Railways were established which also played an important role in enabling the European powers to carve up almost the entirety of Africa.
