The Indian Constitution is made rigid as well as flexible at the same time. Rigidity guarantees hasty changes in the Constitution while flexibility is considered to be progressive in nature. But it is not easy to amend constituition. There are 3 procedures to amend it.

a. Indian Constitution is both flexible and rigid in nature.

b. It is flexible so that the constitution can respond to the changes of the society and incorporate new legislation's from time to time easily.

c. It is rigid so that the constitution is not easily arm twisted by political parties for their narrow political gains.

d. Therefore, there are certain provisions in the constitution which can be changed by simple majority of the parliament, like passing of any ordinary law.

e. Constitutional Amendment Bill on the other hand requires special majority by both the houses of the parliament present and voting.

f. Any changes in the power structure between the Center and the State requires special majority of the parliament and ratification by half of the the state legislature.

g. When an amendment aims to modify an article related to distribution of powers between the central government and the states, it is necessary that states must be consulted and give their consent.

h. Therefore, any changes in the distribution of powers between the center and the state requires to be passed by the Union Parliament with 2/3rd majority of both the houses separately and requires ratification of half of the state legislatures by simple majority before an amendment comes into effect.
