In India there are two major agencies that work in numerous ways to develop and mold public opinion.
- RAW or the Research and Analysis Wing is India's primary Intelligence service and considered one of the best in the world. One of it's stated objectives is to mold public opinion not just in India but the world over,including foreign governments, using India's vibrant Diaspora in countries all over the world. In this, they have been highly successful
- The Intelligence Bureau (IB) is India's oldest intelligence agency and also one of it's most secret. While dealing mostly with the internal issues of India, one of it's many tasks is to work with patriotic journalistic, TV channels,Radio stations in order to form and/or change public opinion as deemed fit.
Out of the two, personally, RAW is the most powerful since it has plenty of experience and success in working outside with multiple countries/governments
