When a force is applied on a body, an equal and opposite force is applied.

The gases from the rocket apply force on the ground and for that the ground pushes the equal amount of force the gases exerted in the opposite direction and thus the rocket moves upwards.

The gas from the balloon exerts a force on the ground and thus the ground exerts an equal and opposite force which makes the balloon move upwards.
