The circumstances were usually daunting and the legal rules of arrest and incarceration for liberal democracy were not taken into account when it came to arrest and detention. The bulk of the prisoners are German Communists, Leftists, Social Democrats, Roma, Jehovah's Testimonies, gays, and individuals suspected by Germans of 'asocial' or of moral deviation.
• In the Nazis as well as in the Holocaust, the Gestapo was a critical part of it. Like some, the police were not responsible for judicial or legislative oversight. The Gestapo used brutal tactics without fear of democratic consequences to locate and prosecute critics of politics and those who opposed the Nazi regime's policies. There were very few officers at the Gestapo and they relied heavily on complaints and public cooperation.
