according to the question 0 ≤ | 2x +3 | ≤ 3

so we have by definition of modulus

2x + 3 ≤ 0 or 2x + 3  ≥ 0

⇒ x ≤ -3/2  or ⇒ x ≥ -3/2

AND

-3 ≤  2x + 3  ≤ 3  

⇒ -3 ≤ x ≤ 0

plotting in number line we get x ∈ [-3,0]
