Let that rational number be a/b where a is numerator and b is denominator
 \frac{a }{b  - 1 }  =  \frac{2}{3}
3a= 2(b-1). equation number 1
3a= 2b-2
a=
 \frac{2b - 2}{3}
Now, by second condition
 \frac{a}{b + 5}  =  \frac{1}{2}
2a= b+5
a=
 \frac{b + 5}{2}
now by first and second condition:
 \frac{2b - 2}{3}  =  \frac{b + 5}{2}
4b-4= 3b+15
4b-3b= 15+4
b= 19
a=
 \frac{b + 5}{2}  =  \frac{19 + 5}{2 }  =  \frac{24}{2}  = 12
a=12, b=19
