The percentage of milk in the 4-cup mixture is 70%

Explanation

In 3-cup mixture, 2/5 part is flour and 3/5 part is milk.

So, the amount of flour =(\frac{2}{5}*3)cups= \frac{6}{5}cups and

the amount of milk =(\frac{3}{5}*3)cups= \frac{9}{5}cups

Now, 1 cup of milk is added to this 3-cup mixture. So, the total amount of milk will be: (\frac{9}{5}+1)cups= \frac{14}{5}cups

Thus, the percentage of milk in the 4-cup mixture  =\frac{\frac{14}{5}}{4}*100 = \frac{14}{20}*100= 70%
