if one zero id 7 then it must satisfy this equation...
so
3*7*7-8*7+2k+1=0
147-56+1= -2k
92= -2k
k= -46

One zero of 3x^2-8x+2k+1=0 is 7
x=7
To find k,
p(x)=0
3x^2-8x+2k+1=0 
p(7)=0
 3(7)^2-8(7)+2k+1=0 
3·49-8·7+2k+1=0
147-56+2k+1=0
92+2k=0
2k= -92
k= -92/2
k= -46
