Condition : R1 and R2 resistors connected in parallel combination.

★ 1 / Rp = 1 / R1 + 1 / R2 + 1 / R3 + ... + 1 / Rn.

→ 1 / Rp = 1 / 12 + 1 / 4

→ 1 / Rp = 1 + 3 / 12.

→ 1 / Rp = 4 / 12.

→ 1 / Rp = 1 / 3

→ Rp = 3Ω.

Therefore, the value of effective resistance is 3Ω.
