 \frac{15}{7}  =  \frac{x}{28}

28 from the right side moves to the left

 \frac{15}{7}  \times 28 = x

Now 7 and 28 gets cancelled and becomes 1 and 4

15 \times 4 = x

60 = x

Therefore, x is 60.
