By using unitary method.
Cloth needed for making 16 shirts = 24m
Cloth needed for making 1 shirt =  \frac{24}{16} m =  \frac{6}{4} m
∴  \frac{3}{2} m cloth is needed for making 1 shirt.

By using the method of ratio and proportion.
16 : 1 : : 24 : x
Solve for x
 \frac{16}{1} =  \frac{24}{x}
Cross multiply.
16x = 24
 \frac{16x}{16} =  \frac{24}{16}
x =  \frac{3}{2}
∴  \frac{3}{2} m of cloth is needed for making 1 shirt.

Hope this may help you.
