Cloth needed for making 1 shirt = $\frac{24}{16}$ m = $\frac{6}{4}$ m
∴ $\frac{3}{2}$ m cloth is needed for making 1 shirt. 

By using the method of ratio and proportion. 
16 : 1 : : 24 : $x$
Solve for $x$. 
$\frac{16}{1} = \frac{24}{x}$
Cross multiply. 
$16x = 24$
$\frac{16x}{16} = \frac{24}{16}$
$x = \frac{3}{2}$
∴ $\frac{3}{2}$ m of cloth is needed for making 1 shirt.
