The value of (a, b) is (2, -1).

Step-by-step explanation:

Given, 173a + 197b = 149....................(i)

           197a + 173b = 221...................(ii)

Now, 197 x equation(i) - 173 x equation(ii),

=> 34081a + 38809b - 34081a - 29929b = 29353 - 38233

=> 8880b = -8880

=> b = \frac{-8880}{8880} = -1

Plug the value of b in equation(i),

173a + 197(-1) = 149

=> 173a - 197 = 149

=> 173a = 149 + 197 = 346

=> a = \frac{346}{173} = 2

Hence, the value of (a, b) is (2, -1).
