x = 0 and y = -2

 =  >  {2}^{x}  = 4 \times  {2}^{y}  \\  =  >  \frac{ {2}^{x} }{ {2}^{y} }  = 4 \\   =  > {2}^{x - y}  = 4 \\   =  > {2}^{x - y}  =  {2}^{2}  \\  =  > x - y = 2..................(1) \\  \\ 9 \times  {3}^{x}  =  {3}^{ - y}  \\  =  >  {3}^{2}  \times  {3}^{x}  = {3}^{ - y}  \\  =  >  {3}^{x + 2}  =  - y \\  =  > x + 2 =  - y \\  =  > x + y =  - 2...............(2) \\  solving \: eq \: (1) \: and \: (2) \\ x - y = 2 \\ x + y =  - 2 \\ ................... \\  - 2y = 4 \\ y =  - 2 \\ putting \:  y \: in \: eq1 \\ x =  - 2 + 2 \\ x = 0
