if (28-x) os mean proportional to (23-x) and (19-x) then it satisfies:

(23-x):(28-x): :(28-x)(19-x)

now it also satisfies:

(23-x)/(28-x)=(28-x)/(19-x)

since by cross multiplication we get:

(28-x)^2=(19-x)(23-x)

(784+x^2 -56x)=(x^2-42x+437)

784-437=56x-42x

347=14x

x=347/14.

may it helps you!
