2x + 2y = 23 --------- (1)
4x - y = 19 ----------(2)

{(1)×2 } + {2}

4x + 4y = 46
4x - y = 19
3y = 27
y = 9

from equation (2) we get,
4x - y = 19
4x - 9 = 19
4x = 28
x = 7

so, 5y - 2x
(5×9) - (2×7)
45 - 14
= 31
