HERE IS UR ANSWER DEAR,

given \: that \:

 \frac{2x}{3y}  =  \frac{8}{15}

from this ,

2x = 8 \:  : \: 3y = 15

x =  \frac{8}{2}  \:  : y =  \frac{15}{3}

x = 4 \:  : y \: = 5

applying in the quest ,

 = (3y - x)(3y + x)

it \: is \: in \: the \: form \: of

(a + b)(a - b) =  {a}^{2}  -  {b}^{2}

 hence \: it \: will \: be

 =  {(3y)}^{2}  -  {x}^{2}

 =   {(3(5))}^{2}  -  {4}^{2}

 =  {(15)}^{2} -  {4}^{2}

 = 225 - 16

 = 209
