let fraction be x/y
now according to first statement
equation is (x+3)/(y-2)=1
x+3=y-2
x-y=-5

now for second statement
equation is
(x-1)/(y+2)=1/9
9(x-1)=y+2
9x-9=y+2
9x-y=11

now subtracting eq 2 from eq 1 both equation
-8x=-16
x=2

therefore x-y= -5
2-y=-5
y=7

si fraction is 2/7
