if 3 X + 7 Y = to 14 Express Y in terms of X check whether (3 ,- 2) is a point on the given line

3x + 7y = 14 \\  \\ \Rightarrow7y = 14 - 3x \\  \\ \Rightarrow y =  \frac{14 - 3x}{7}

To check whether (3, -2) is a point on the line, find y using x value.

put x = 3 and find y.

 y =  \frac{14 - 3x}{7} \\  \\  \Rightarrow y =  \frac{14 - 3 \times 3}{7}  \\  \\ \Rightarrow y =  \frac{14 - 9}{7}  \\  \\ \Rightarrow y =  \frac{5}{7}

Since we didn't get y=-2, (3,-2) is not a point on the line.
