$y = \frac{14 - 3x}{7} \\ \\ \Rightarrow y = \frac{14 - 3 \times 3}{7} \\ \\ \Rightarrow y = \frac{14 - 9}{7} \\ \\ \Rightarrow y = \frac{5}{7}$

Since we didn't get y=-2, (3,-2) is not a point on the line.
