Find the estimate of the square root of the total number of men:

√3900 = 62.4

Find the total number of men needed to form a square:

63 x 63 = 3969

Find the number of men needed to join:

3969 - 3900 = 69

Answer: 69 men need to join.

Greetings..!

Estimate of total  people  = square root of 3900 = √3900=62.44=for simplicity , we take it as 63.

Now,total people required to form square = 63 × 63 = 3969

So, no of people needed to join them = 3969 - 3900 = 69

Answer : Hence, no of people needed to join them , = 69
