Let p(x)= 3x^3+x^2-22x+12

So,

=)3x-2= 0

=)3x=2

=)x= 2/3

Putting the value of x= 2/3 in p(x)

p( \frac{2}{3})  = 3 (\frac{2}{3} ) {}^{3}  + ( \frac{2}{3} ) {}^{2}  - 22( \frac{2}{3} ) + 12 \\  =  >  \frac{8}{9}  +  \frac{4}{9}  -  \frac{44}{3}  + 12 \\  =  >  \frac{8 + 4 - 132 + 108}{9}  \\  =  >  \frac{12 - 24}{9}  \\  =  > -  \frac{12}{9}  \\  =  >  -  \frac{4}{3}  \\  =  > other \: factor \:  = 3x + 4
