3 {x}^{2} + 8ax + 3 =  > 3( {x}^{2} + \frac{8}{3}ax + 1)

 {x}^{2} +  \frac{8}{3}ax + 1  \: should  \: be \:  equal \: to \:

 {x}^{2} + 2x + 1

So that it is a perfect square hence

 \frac{8}{3}a = 2 =  > a  = \frac{6}{8} =  \frac{3}{4}
