\dfrac{4}{9} \div x = - \dfrac{10}{3}\\\\\implies \dfrac{4}{9} \times \dfrac{1}{x} = - \dfrac{10}{3}\\\\\implies \dfrac{1}{x} = - \dfrac{10}{3} \times \dfrac{9}{4}\\\\\implies \dfrac{1}{x} = - \dfrac{15}{2}\\\\\implies x = \large \underline{\boxed{\boxed{- \dfrac{2}{15}}}}

Verification:

\dfrac{4}{9} \div x = - \dfrac{10}{3}\\\\\text{Put $x = - \dfrac{2}{15}$}\\\\\text{Taking L.H.S,}\\\\\dfrac{4}{9} \div (- \dfrac{2}{15}) = \dfrac{4}{9} \times - \dfrac{15}{2}\\\\= - \dfrac{10}{3} = R.H.S.\\\\\text{Hence, Verified !}

HERE IS. SOLUTION.

 \frac{4}{9} \div x = - \frac{10}{3}

so

 \frac{4}{9} \times \frac{1}{x}= - \frac{10}{3}

=>

\frac{1}{x} = - \frac{10}{3} \times \frac{9}{4}

=>

x = - \frac{15}{2}
