here \: x =  - 4 \\ and \:  {x}^{2}  + px + q = 0 \\  {( - 4)}^{2}  + p( - 4) - 4 = 0

16  - 4p - 4 = 0 \\ -  4p =  - 12 \\ p = 3

substituting the value of p in second equation we get,

 {x}^{2}  + 3x + q = 0

here Discriminant = 0

 {b}^{2}  - 4ac = 0

 {3}^{2}  - 4(1)(q) = 0 \\ 9 - 4q = 0 \\  - 4q =  - 9 \\ q =  \frac{9}{4}
