Second number is 5 times of first number.

Let the two numbers be x and y

so \: 0.4(x + y) = 0.6(x - y)

 \frac{(x + y)}{(x + y)}  =  \frac{0.6 + 0.4}{0.6 + 0.4}

 \frac{x}{y}  =  \frac{10}{2}

x = 5y
