For a number to be divisible by 9, it's sum of digits must be divisible by 9.

Sum of digits of 6pq3r = 6+p+q+3+r

= 9+p+q+r (It must be a multiple of 9. The least value of p+q+r we can take is 0.)

So, 9+0=9. And it is a multiple of 9.

so, the answer is 0.
