no offense but "VAT" has been removed along with other types of indirect tax. Now there is only GST.
BTW the answer is 12420 as :
8/100 * 13500 = x
x = 1080 (VAT is equal to 1080)
Thus price of ATV is 13500 - 1080
= 12420
