As the distance between point A and B are equal PA= PB

Applying distance formula and squaring it we get

(x-1)²  + (y-3)² = ( x-2)² + (y-1)²

x² + 1 -2x + y² + 9 - 6y= x² + 4 - 4x + y² + 1 -2y

10 - 2x - 6y = 5 - 4x - 2y

5  = - 2x+ 4y is the locus of P which is a straight line

your answer is  - 2x+ 4y=5
