 = 4( {a}^{2}  +  {b}^{2} ) + 4 - ab

 = 4(  { - 3)}^{2}  + ( {7)}^{2}  + 4 -  (- 3 \times 7)

 = 4(9) + 49 + 4 -  ( - 21)

 = 36 + 49 + 4 + 21

 = 85 + 25

 = 110
