In general 2 × 3 matrix is given by

2 × 3 its means 2 row and 3 column

 A =  \left [ \begin{array}{ccc}  a_{11}  \:  \: a_{12} \:  \: a_{13} \\ \\  a_{21} \:  \:  a_{22} \:  \:  \:  a_{23} \end{array} \right ]

 \rm \: a_{ij} =  \frac{( - i + 2j)2}{5}

We have find

 \rm \: a_{23}

So value of i and j is given , so put the value

\rm \: a_{23} =  \frac{( - 2+ 2 \times 3)2}{5}

\rm \: a_{23} =  \frac{( - 2+ 6)2}{5}

\rm \: a_{23} =  \frac{( 4)2}{5}

\rm \: a_{23} =  \frac{8}{5}
