Given:

 \frac{a}{b}  =  \frac{2}{3}

Let a=2x & b=3x,

Now let put values into the given expression:

 \frac{5(2x) {}^{2} + 2(3x) {}^{2}  }{5(2x) {}^{2} - 2(3x) {}^{2}  }

 =  >  \frac{5 \times 4x {}^{2} + 2 \times 9x {}^{2}  }{5 \times 4x {}^{2} - 2 \times 9x {}^{2}  }

 =  >  \frac{20x {}^{2} + 18x {}^{2}  }{20x {}^{2} - 18x {}^{2}  }

 =  >  \frac{38x {}^{2} }{2x {}^{2} }

 =  19 \div 1

Ratio is 19:1 & answer is 19
